Regulated Toxic Chemical Substances and Their Operational Management Measures(2025-05-13)

Key Points of This Amendment:

  1. In reference to the United Nations Stockholm Convention, five types of perfluorooctane sulfonic acid (PFOS), its salts, and related compounds, as well as 352 types of perfluorooctanoic acid (PFOA), its salts, and related compounds, have been newly designated as toxic chemical substances. The permitted uses of these substances are restricted in accordance with the Convention.

  2. Considering the endocrine-disrupting properties of nonylphenol (NP) and nonylphenol ethoxylates (NPEOs), regulatory measures have been enhanced. An additional 12 Chemical Abstracts Service (CAS) numbers for NP and 28 for NPEOs have been added. The regulatory concentration threshold has been lowered from 5% to 0.1%, and their use is prohibited in the manufacture of industrial cleaners and other applications with environmental risks.

  3. Additional requirements have been specified for completing relevant matters within a prescribed timeframe for PFOS, its salts and related compounds; PFOA, its salts and related compounds; NP; and NPEOs.
